Yes, that is actual glitter on the rose. 
I wish I had better lighting for this... it would've saved me a lot of time on Photoshop. But I like how it turned out. I made this a little darker in contrast since I wanted it to kind of look like outer space while brightening the glitter sparkles to resemble "stars".
...also for Valentine's!
